Security Challenges and Youth Ideology in CSTO States Discussed at Osh State University

Security issues faced by the member states of the Collective Security Treaty Organization (CSTO) were discussed at Osh State University today, April 29. The focus was on preventing the spread of harmful ideologies among youth, maintaining public stability, and ensuring collective security.

The event, titled “Security of the CSTO Countries: Threats, Challenges, and Risks,” was attended by Vyacheslav Kocharyan, an advisor to the analytical department of the CSTO Parliamentary Assembly, along with representatives from the assembly, the Ministry of Defense, and the Ministry of Internal Affairs of Kyrgyzstan. Also present were the Rector of Osh State University, Kudaiberdi Kozhobekov, faculty, and students.

The rector delivered a speech emphasizing the university’s role in educating youth, fostering critical thinking, and instilling a sense of social responsibility. He noted that Osh State University is taking comprehensive steps to ensure a safe and healthy environment for its community.

Vyacheslav Kocharyan shared insights into the CSTO’s work and urged the youth to avoid being influenced by extremist ideologies. Additionally, an expert working group at Osh State University, led by Professor Baibolot Abytov, collaborated with the CSTO Parliamentary Assembly to draft a law titled “On Reducing the Impact of Destructive Ideologies on Youth.” This proposal, presented at a conference in St. Petersburg in March 2025, received expert support and has been included in the CSTO’s legislative harmonization program for 2026-2030.
