Distinguished students, friends!

Students from our educational institution's gymnasium-lyceums and early childhood education facilities!

I sincerely wish you all a happy September 1, the start of the 2022–2023 academic year, and the holiday of education. Today's world is one that is continually evolving and being renewed. With new accomplishments, new objectives, and new tactical plans, the new academic year is about to begin. The top 5 academic institutions in the country were granted special status by the President of the Kyrgyz Republic. It includes Osh State University. The primary objective of the special status is to support the institution's transformation into a fourth-generation university. The President has instructed us to take drastic measures in order to rank among the top universities in the world within the next five years. Realizing the high aims of the educational institution is made feasible by granting freedom of academic, financial, and administrative policy to institutions with unique status.

Many of the country's educational institutions underwent restructuring, and some academies and institutes were combined to form universities. In accordance with this integration program, the entire base, Vocational Lyceum No. 12 in Osh, the old section of the Osh City Clinical Hospital, and Osh State Legal Institute, a sizable educational facility that trains lawyers in the southern region, were transferred to OshSU. On the grounds of these institutions, we are beginning extensive building. I'd like to take this chance to wish the community of the educational institution's members and its students a happy Independence Day and new academic year. Together, we can successfully accomplish great things.

We were able to complete a lot of respectable work throughout the previous academic year.

INTERNATIONAL COMMUNICATIONS

Over 40 educational institutions signed bilateral collaboration agreements with us in the past year, and our interactions with other countries have grown dramatically. With various universities in the USA, China, Malaysia, Germany, France, Poland, South Korea, Turkey, Russia, Kazakhstan, and Uzbekistan, Osh State University has inked bilateral cooperation agreements.

At OshSU, the Higher School of International Education Programs was founded for the first time. The option existed to study for two years each at Osh State University and another foreign university in order to earn degrees from both institutions.

GET INVOLVED IN GLOBAL INDEPENDENT RATINGS AND ACCREDITATION

Participating in independent accreditation and grading processes is crucial if one wants to achieve global reputation. The university team has been working diligently in this direction for a while. The following global rankings have been produced as a result: QS, Times Higher Education, AARWU (Shanghai Ranking), US News University Ranking, etc. We have to take part.

Our university has been earning the top spot in the GENERAL rating for 5 years in a row, according to the results of the "Demand Rating of Universities of the Kyrgyz Republic" program run by the independent accrediting and rating agency NAAR. Osh State University received the designation "NAAR Eurasian Multidisciplinary University" and was listed among the TOP-10 top institutions in Eurasia and the TOP-5 universities in Central Asia in the "IAAR Eurasian University Rankings-2022" international rating.

UNIVERSITY-SCIENCE-INDUSTRY

The university, science, and industry components should be implemented by the fourth generation educational institution. Projects in the fields of science, education, and research should be focused on output and help to address regional socioeconomic issues.

We are fully integrating the credit technology of teaching into the university's educational process as of the start of the new academic year. In other words, the student picks freely the discipline course and instructor he desires and earns the necessary credit hours. Additionally, the student is free to pay for the credit hours of his choice and complete the required coursework in accordance with his abilities. These actions will intensify competition, have a direct impact on educational quality, and guarantee academic freedom and integrity.

Higher education institutions in the fields of science and research have certain standards. Each research project, scientific work, and production should be tightly related, and university-science-production elements should be put into practice jointly.

In the last two years, research initiatives have received 17 million. A sum of money in the form of som was allocated.

A PhD doctoral program in mathematics and medicine was established for the first time and has since begun operations.

The Open Journal System (OJS) platform has taken over the operations of scientific journals. As soon as the scientific journal joins this platform, all of its operations will be conducted electronically. In other words, the entire process—from the submission of the paper to its publishing in the journal—takes place online.

The dormitory No. 2 of OshMU was completely renovated through the grant-based "Center of Leading Experience" project in order to transform the educational establishment into an industrial university. This was done within the framework of the "Skills for Inclusive Development: Sector Development" program of the Ministry of Education and Science of the Kyrgyz Republic. Sewing studios for the educational and industrial complex, as well as businesses that sell software and equipment are located on the first floor of the dorm. Products made at the aforementioned complex will be offered for sale in the OshMU brand shop.

Additionally, a number of projects are being created and carried out in collaboration with the fully authorized representative office of the President in the Osh area and the office of the mayor of Osh city in order to address the social and economic issues in the region.

MODIFIED STRUCTURE - GORGEOUS ATMOSPHERE

The construction of two 2-story educational buildings for the Dimedius and morphology educational complex, the 5-story educational building for the School of Higher Education Programs of OshMU, "Knowledge," and the 3-story educational building for the Lyceum have all been finished. Over 20 other educational buildings, dormitories, and other structures have also been built or renovated over the past academic year to meet contemporary needs. The dental clinic's operational, resuscitation, and surgical departments went into service.

Currently, work is underway on the 5-story educational and laboratory building at the "Ak-Buura" campus and a veterinary clinic at the Faculty of Natural Sciences, Tourism, and Agrarian Technologies.

OSHSU IS LEADER IN DIGITAL PLATFORM IMPLEMENTATION

Teachers, staff, and students can manage their timetables, attendance, etc. in the digital environment from internal document circulation without carrying any paper with mobile applications. executing its operations in an electronic format. Beginning with the current academic year, OshMU applicants must submit their applications electronically. The electronic submissions are automatically registered in the AVN system. For candidates, parents, and employees, a great deal of convenience was generated and time was saved. And the educational institution's electronic platform has been fully realized: electronic journals, electronic syllabi, electronic archives, electronic spreadsheets, electronic tables, electronic hospitals, online election systems, and applications for "OshSU teachers," "OshSU students," and "OshSU applicant" are being used in actual activities.

OSHSU IS A CENTER OF ENDLESS OPPORTUNITIES FOR STUDENTS

A university's main predictor is how well its graduates perform. The more favorable conditions we provide for kids, the better the school's reputation will become. The educational institution must have a strong foundation and resources to encourage scientific, artistic, athletic, entrepreneurial, and creative endeavors. Our educational institution has centers in all directions.

The "Youth Business Park," a sizable hub of specialized inventors, was established and has been operating at Osh State University per the directives of our head of state. The students' ideas and projects will be easily implemented from this facility.

The OshsU professional boys' volleyball team, "University-OshSU," was awarded vice-champion status in the interclub competition of the highest volleyball league in the Kyrgyz Republic.

The champions of the Olympiad, foreign festivals, and sporting events receive special financial awards in support of the students. Additionally, more than 5,000,000 pieces of help have been given to pupils who required it.

25 students will earn a scholarship from the Academic Council, 10 students will receive a national award of $1,200, and the top 6 students will receive a scholarship from the President of the Kyrgyz Republic.

A total of 1,100,000 (one million one hundred thousand soms) was spent on national musical instruments with the intention of enhancing the learning environment for students at the Faculty of Arts. These activities support young people's growth and development as well as their development into professionals who will benefit society in a variety of ways.

Dear coworkers and friends in university! We must always be prepared to compete in a world that is evolving and changing quickly. I am confident that we will embrace the tasks given to us with enthusiasm, make use of our current assets and scientific, professional, and individual capabilities, demonstrate our unity, and reach even higher altitudes.
