REGULATIONS FOR THE "SULAYMAN MOUNTAIN" FILM FESTIVAL
1. General Provisions
1.1. The "Sulayman Mountain" Film Festival takes place in Osh, Kyrgyz Republic.
1.2. The festival is organized by:
•    The Department of Cinematography under the Ministry of Culture, Information, Sports, and Youth Policy of the Kyrgyz Republic.
•    Osh State University (OSHU), Institute of Pedagogy, Arts, and Journalism.
1.3. The festival aims to support and promote young directors and screenwriters from CIS countries.
1.4. It is an annual event, held in early May.
1.5. The official languages of the festival are Kyrgyz and Russian.
2. Objectives
2.1. Promoting cinematography among young filmmakers in CIS countries.
2.2. Creating a platform for knowledge exchange between emerging and experienced filmmakers.
2.3. Discovering and supporting talented directors, screenwriters, cinematographers, and producers.
2.4. Preserving and showcasing the region’s cultural heritage.
2.5. Strengthening international collaboration in filmmaking.
3. Participation Criteria
3.1. Open to CIS citizens aged 40 and under at the time of application.
3.2. Accepted film categories:
•    Short film: up to 30 minutes
•    Documentary film: up to 30 minutes
•    Animated film: up to 30 minutes
•    Experimental film: up to 30 minutes
3.3. Films must have been produced within the last two years.
3.4. Participation is free of charge.
3.5. Submissions must be in MP4 (H.264), MOV, or DCP format with a minimum resolution of 1080p.
3.6. Films in national languages must include Russian subtitles.
3.7. The festival reserves the right to reject works containing violence, extremism, or offensive content.
4. Application Process
4.1. Submission must include:
•    A completed application form
•    A download link to the film in the required format
•    A short synopsis (max. 300 words)
•    Promotional materials (poster, stills, trailer)
4.2. Deadline: April 25 of the current year (submit to janishbek@gmail.com).
4.3. Selected participants will be notified by May 5.
5. Festival Program (May 12-14)
•    Day 1: Opening ceremony, film screenings (Part 1), gala dinner.
•    Day 2: Masterclasses, film screenings (Part 2), city tour, panel discussions, special screenings.
•    Day 3: Final screenings, discussions with directors, award ceremony, closing gala dinner.
6. Jury & Evaluation
6.1. A panel of CIS film industry professionals, film school educators, and critics will judge the entries.
6.2. Evaluation criteria:
•    Originality of concept
•    Directing quality
•    Cinematic execution (script, cinematography, editing, sound)
•    Social and cultural impact
•    Promotion of intercultural friendship and traditions.
7. Awards and Prizes
7.1. The festival winners will receive the following awards:
•    Grand Prix "Sulayman Mountain" – Statuette and cash prize
•    Best Short Film – Statuette and cash prize
•    Best Documentary Film – Statuette and cash prize
•    Best Director – Statuette and cash prize
•    Best Screenplay – Diploma and cash prize
•    Best Cinematography – Diploma and cash prize
•    Audience Award – Diploma and cash prize
•    Special Prize of the Union of Cinematographers of the Kyrgyz Republic – Diploma
•    Special Prize of Osh State University – Diploma
•    Special Prize of Osh City Hall – Diploma
7.2. The organizers reserve the right to introduce additional award categories.
8. Financial Terms
8.1. Participation in the festival is free of charge.
8.2. The organizers will cover the following expenses for participants in the competition program:
•    Travel expenses
•    Accommodation
•    Meals (breakfast and dinner)
•    Local transportation within Osh
•    A guided city tour
9. Copyright and Consent
9.1. By submitting an application, participants confirm they are the rightful creators (or authorized representatives) of the submitted film and hold all necessary rights for its screening.
9.2. The organizers have the right to use excerpts and stills from the films for festival promotional and informational materials.
9.3. Prizes will not be sent to winners who do not attend the awards ceremony.
9.4. Winners can claim their prizes from the festival’s organizing committee within six months of the award ceremony. The organizing committee will assist in shipping prizes via mail if necessary.
