Dear Colleagues and Students,

Congratulations on Independence Day and Knowledge Day!

A new academic year is beginning, and we enter it with notable achievements in education, scientific research, and digitalization. This year, we proudly celebrated the 85th anniversary of Osh State University on an international level. With the active participation of partner universities from around the world, government representatives, and the business community, we held a significant forum that concluded with a grand show at the central city stadium, attended by the Prime Minister of the Kyrgyz Republic, Akylbek Japarov.

Our university, as a holder of special status, is successfully integrating education, science, industry, and commercialization, advancing towards becoming a 4th-generation university. Our infrastructure is continually updated, with new academic buildings, laboratories, and dormitories under construction. The medical clinic is equipped with the latest medical technology and equipment to provide modern diagnostics, treatment, and a wide range of surgical operations. A modern future-generation hub has been constructed and commissioned, and we are beginning the preparation of specialists in robotics. Osh State University has earned 4 stars in the QS Stars international ranking.

The new academic year also brings another exciting piece of news. Our alumnus, boxer Munarbek Seyitbek uulu, won a silver medal at the Paris Olympics. Munarbek's example inspires young people to acquire modern knowledge, specialize, and succeed in life, contributing to the state and society.

We are systematically and fruitfully implementing the strategic development program of Osh State University for 2023-2026. We were among the first in the country to transition to electronic learning and digital services. The entire process, from admission to graduation, is digitized. The organization of the educational process is based on principles of academic freedom and credit technologies, allowing students to define their educational trajectory by registering for semesters, choosing courses, and determining study hours.

Over the academic year, more than 30 cooperation agreements with foreign universities have been signed. Dual degree programs are progressing successfully, with the first graduates set to receive diplomas from two universities.

In the 2023-2024 academic year, several new facilities have been completed, including a 5-story veterinary clinic, a 5-story academic and laboratory building in the Ak-Buura campus, an additional building for the Faculty of Arts, a sports complex for the Financial-Law College, a future-generation hub opened in collaboration with the Chinese company Jiangsu Huibo Robotics, and a modern cardiothoracic department in the university's medical clinic. Additionally, a new 7-story medical clinic is being constructed on the site of the old city hospital, and the renovation and capital repair of the Ak-Buura recreation center and the Umut boarding house at Issyk-Kul have been completed.

Our new veterinary clinic covers all types of veterinary services, including ultrasound and laboratory research, surgical operations, animal vaccination, artificial insemination of livestock, and monitoring of parasitological situations. The clinic also houses a molecular biotechnology research center—a project by the Ministry of Agriculture funded with $100,000—focused on preserving animal gene pools, studying meat and dairy products, and animal raw materials. In collaboration with city and district authorities, the clinic organizes preventive care and treatment for animals, provides scientific consultations on improving agricultural productivity and quality, and enhances the qualifications of agricultural workers and farmers. We plan to open a biotechnological livestock center—a small breeding livestock station.

On the site of landslides in the village of Jalpak-Tash, Uzgen District, a scientific and production project called "Kurb-Tash Tokoy" is underway on 300 hectares. 100 hectares are fenced, and saplings of various trees have been planted over 50 hectares.

Osh State University is actively developing university sports. We have created a modern sports infrastructure and are the only university in the country with professional sports clubs. Our men's and women's volleyball teams are multiple champions and cup holders, our futsal team won the Super League Cup this year, and the "OshSU-Aldiyer" football team performs successfully in the national championship.

Dear Students,

Osh State University provides all the conditions for receiving quality education and for the development and realization of the creative abilities of youth. Winners and active participants in Olympiads, international and national tournaments, festivals, sports competitions, and students in need receive support. The best 6 students receive Presidential scholarships, 10 named scholarships of $1,200, and 30 scholarships from the Osh State University Academic Council.

The university also has a business park where youth are trained in entrepreneurial skills, and student startups and business projects are developed. The best projects, after being selected by business experts and supported by business structures, are brought to life. Currently, 49 startups are operational, with a total investment of over 15 million soms.

The development and realization of entrepreneurial activities among students are also supported by the university's innovative agro center. Here, students develop and implement their business projects in the agricultural sector. With grant support from the European Union under the "Zhash Tabishker" project, Enactus organizations are running 11 projects in various areas of agriculture with a total value of 1,778,000 soms.

Dear Colleagues and Students,

We have achieved much, but even more awaits us. We must successfully enter the global university rankings and contribute significantly to the socio-economic development of the country as a modern university. I am confident that, thanks to our unity, cohesion, and the pedagogical and scientific potential of our team, we will achieve our goals.

I wish everyone health, prosperity, and success in work and study.

Sincerely,

Rector of Osh State University,

Professor Kudaiberdi Kozhobekov
