KYRGYZSTAN LAUNCHES VOUCHER SYSTEM FOR PEDAGOGICAL STUDENTS

In 2025, Kyrgyzstan is piloting a new voucher-based system to finance state educational grants for teacher training programs.

What’s unique about this voucher system?

Applicants now have the freedom to choose any university—public or private—where they want to study. However, if they choose a private university and the tuition exceeds the value of the voucher, they must cover the difference themselves.

Key Details:

  • The grant/voucher competition is available in the “Voucher” section before the main admission rounds.
  • Only applicants scoring 130 points or more in the General Republican Test (GRT) are eligible to apply.
  • The competition takes place in two stages:
    1. Stage 1: Applicants compete for vouchers in pedagogical specialties without choosing a university. Selection considers the applicant’s social category (urban, rural, small town, mountainous area).
    2. Stage 2: Successful applicants from Stage 1 then choose a university and compete for admission based on GRT scores alone (social category is not considered).

The “Voucher” portal lists all public and private universities offering programs in education-related fields.

Quotas for Special Categories:

Public universities reserve separate quotas for applicants with benefits (e.g., people with disabilities, orphans). These applicants, if they meet the minimum GRT score and provide valid documents, can receive a voucher and choose a university without going through the general competition.

Responsibilities of Voucher Recipients:

Recipients must reimburse the voucher amount if they:

  • Refuse to work in the assigned placement after graduation.
  • Drop out or are expelled without a valid reason.

This applies to all universities—both public and private.
