Student Ombudsman Office

 

The Ombudsman Office of Osh State University carries out its activities in accordance with the Constitution of the Kyrgyz Republic, the Regulation on the Ombudsman of the Kyrgyz Republic, the international Declaration on the Protection of Human Rights and Freedoms, the Fundamentals of the Concept of Youth Policy of the Kyrgyz Republic, the Law on Education, the Charter of Osh State University, and the Regulation on the Ombudsman Office of Osh State University.

Purpose:

- To ensure the observance of constitutional and academic rights and freedoms of OshSU students;

- To provide legal education for students;

- To foster strict compliance with and implementation of laws and internal regulations;

- To conduct legal monitoring at the university;

- To support the development of the educational process at OshSU;

- To prevent and combat corruption risks during examination sessions, etc.

Together with its team, the University Ombudsman Office has organized various activities, round tables, meetings, and competitions aimed at supporting students’ professional education, enhancing their intellectual development, increasing legal awareness, and ensuring compliance with the university’s internal regulations.

In order to ensure the proper conduct of examination sessions and prevent negative incidents during sessions, the Ombudsman Office provided timely responses to messages and letters received through the trust box on the website, the trust hotline, the Ombudsman’s email address, and WhatsApp number. Relevant official notices were sent to responsible parties, issues were promptly reported to the university administration, and continuous efforts were made to resolve problems. In addition, the Ombudsman and the team conducted online surveys among students to monitor the examination process, the sanitary and hygienic conditions of campus cafeterias, the quality and prices of food, and the living conditions provided for students in dormitories.

To protect students’ interests in decision-making, consider their opinions, and develop adequate and realistic recommendations, the Ombudsman of OshSU and its members are included in organizing committees of various university competitions and in the composition of special commissions.

The Ombudsman and its members work in the following commissions:

Providing tuition fee discounts for certain categories of students;

Preventing and combating corruption risks;

Selecting recipients of civic scholarships;

Selecting candidates for the Presidential Scholarship;

Selecting scholarship recipients of the Academic Council of OshSU;

Determining the results of the “Best of the Year” competition;

Monitoring the activities of cafeterias located on the OshSU campus;

Monitoring the conditions and activities of OshSU dormitories;

Supervising the conduct of curator (advisory) hours in institutes, faculties, and college
