The Law “On Science” Came into Force

On August 15, the Law “On Science” dated August 8, 2023 No. 170 came into force, the press service of the Ministry of Education and Science reports.

The following objectives have been defined for state policy in the field of science and scientific and technical activities:

1) increasing the contribution of science, scientific and technical, scientific and innovative and scientific and information activities to the development of the state economy and the solution of social, educational, cultural and other problems;

2) creation of the necessary conditions for the development and functioning of scientific and scientific-technical organizations, as well as their optimization;

3) effective use and development of the scientific and technical potential of the country for its sustainable development;

4) ensuring stability and improving social guarantees for scientific and technical workers and the training of scientific and scientific-pedagogical personnel;

5) improvement and development of the system of scientific and technical information;

6) creating the necessary conditions for the general availability of scientific and technical information resources, increasing the efficiency of their use;

7) enhancing the role of science and intensifying scientific and technical and scientific and innovative activities, developing the freedom of scientific creativity.

The law defines postgraduate studies, doctoral studies, scientific degrees, candidate of sciences, doctor of philosophy (PhD), doctor of profile, doctor of sciences, academic title, attestation of scientific and technical organizations, authorized state bodies in the field of science, sectoral authorized state bodies, scientific infrastructure, scientific and technical data bank, scientific and technical information, academic research, and scientific and technical knowledge.

Sources of funding for scientific and scientific-technical activities are:

1) the republican budget of the Kyrgyz Republic, constituting at least one percent of its annual expenditures;

2) Science Fund of the authorized state body;

3) off-budget funds;

4) voluntary funds of individuals and legal entities;

5) loans and grants;

6) funds of scientific and technical organizations from research, publishing, consulting and other income-generating activities not prohibited by the legislation of the Kyrgyz Republic;

7) foreign and domestic investments.

To promote the development of science, scientific-technical and scientific-innovative activities, the introduction of promising developments into production, the Science Fund of the authorized state body is being created.
