In discussions with Osh City authorities regarding the location of the new institute building, they suggested placing it near the railway. However, Razzakov disagreed, proposing an alternative approach. He argued that in Central Asia, only one city is encircled by mountains at its center. Consequently, he suggested constructing the institute at the foothills of Sulaiman Mountain on the eastern side. Furthermore, Razzakov envisioned that during breaks, students could admire the surrounding mountains, strengthening their connection to their villages.
Following his impassioned speech, all lecturers and students rose from their seats, bursting into applause. This memorable moment occurred in October 1960.
