Students majoring in "Regional Studies" at Osh State University's Higher School of International Education Programs receive additional Japanese language courses. The center was established to encourage students' exposure to the Japanese language and culture,

The Kyrgyz-Japanese Foundation provided financial support for the opening of the Japanese Center, which was attended by the rector, Kudaiberdi Kojobekov, faculty members, and Okova San, the advisor to the Japanese ambassador.

The Kyrgyz-Japanese Foundation had already planted an acacia tree in Papan to foster cordial relationships between the two nations and safeguard the environment. The foundation also aids students from Osh State University in receiving free educations in Japan.

Students gave a brief concert program in Japanese during the Japanese Center's opening ceremony.
