The Ministry of Education and Science's "Sector Development Program: Skills for Inclusive Growth" project also includes 9 colleges and 10 vocational lyceums. The selection commission lists secondary and primary vocational education institutions:

- Bishkek Automobile and Road College,

- T. Bishkek Music and Pedagogical College named after Ermatov,

- Bishkek Technical College,

- Kara-Kul College of  JSU,

- Yamu-Suu College of JSU,

- Pedagogical College of NSU named after Naamatov,

- Osh Construction College,

- Uzgen College of Technology and Education of OshTU,

- Talas Agricultural Economic College,

- Vocational Lyceum No. 70, Kyzyl-Kiya Sh., Batken Oblast,

- Vocational high school No. 57, Batken city, Batken region,

- Vocational Lyceum No. 76, Maluu-Suu village, Jalal-Abad region,

- Vocational high school No. 39, Toktogul a., Jalal-Abad region,

- Vocational Lyceum No. 82, Ananievo a., Issyk-Kul Region,

- Vocational Lyceum No. 26, Chaek a., Naryn region,

- Vocational Lyceum No. 54, Kyrgyz-Ata, Osh Region,

- Vocational high school No. 6, Kok-Oy a., Talas region,

and the Republican Scientific and Methodological Center (secondary vocational education support department) proposed to introduce.

According to the Order of the Ministry of Education and Science dated October 25, 2022, "On approval of the list of additional educational institutions of primary and secondary vocational education for inclusion within the framework of the project "Sector Development Program: Skills for Inclusive Growth" of the Asian Development Bank, work on pilot training is provided. On October 17-19, a training session on "Competency-based and on-the-job training" was held for college employees.

The "Sector Development Program: Skills for Inclusive Growth" project aims to improve the effectiveness of vocational technical education and training. The program includes components to strengthen the management and financing of vocational technical education and training, improve the quality of education and training conditions, expand cooperation with industry, and develop entrepreneurial skills.
